Development of a Business Model for Building Energy Performance Services in the ASEAN Region (64-2003)
Background
This project aims to develop a framework model for the procurement, financing, measurement and evaluation, and verification of building energy efficiency retrofitting projects.
The key deliverables of the project are to identify and develop:

An ASEAN Building Energy Performance model for commercial buildings based on existing systems developed in Europe and elsewhere. This will serve as a base model for the measurement and verification of energy retrofitting projects;

An Energy Services Procurement template in terms of procedure and documentation. This includes performance specification, tender template, evaluation processes and project contract templates;

Project financing options and relevant documents, and project progress monitoring and management documentation.
The development of the project is very useful to both the energy services procurers as well as the energy services companies, particularly for the ASEAN practices. This project will benefit the following target groups:
- Building owners; - Financiers; - Energy services companies (ESCOs);
- Public agencies accrediting ESCOs.
The project's main activities will include the following:
- Data collection; - Performance simulations; - Review of existing systems and documentation.
The project's outputs in terms of documentation and performance model will significantly reduce energy services business cost, enhance energy services procurement know-how, and develop professionalism within the energy services sector as a whole for Singapore, Malaysia and ASEAN.
